AND, AND UNFORTUNATELY, AS FAR AS WE COME AS A SOCIETY, TECHNOLOGICALLY WISE AND THINGS LIKE THAT, THERE'S STILL AN AWFUL LOT OF A LOT OF HATE AND PREJUDICE AND THINGS LIKE THAT.
AND SO I WANTED TO KIND OF JUST SPEAK A LITTLE BIT FROM MY HEART BECAUSE THIS IS SOMETHING THAT, YOU KNOW, AT THE TIME THAT I KNOW TOUCHED, SOME PEOPLE AND, AGAIN, JUST IN MY LAST OPPORTUNITY, I'M JUST, WANTED TO KIND OF SPEAK WHAT'S WHAT'S IN MY HEART.

I HAVE THE ESTEEMED HONOR TO SERVE AS BOARD CHAIR FOR MAKE-A-WISH OF CENTRAL AND SOUTH TEXAS.
I'M ALSO REALLY PROUD THAT OUR CEO FOR THE CHAPTER LIVES RIGHT HERE IN CEDAR PARK.

BUT I WANTED TO SHARE A LITTLE BIT ABOUT MY JOURNEY, WHICH STARTED WITH MAKE-A-WISH 30 YEARS AGO.
I WORKED FOR THE NATIONAL OFFICE TWICE.
I VOLUNTEERED AND SUPPORTED THE ORGANIZATION AS A CLIENT AND NOW SERVE ON THE BOARD.
I MET MY WIFE, SHANNON, AT THE NATIONAL MAKE-A-WISH CONFERENCE IN SCOTTSDALE.
SHE WORKED FOR THE GULF COAST AND LOUISIANA CHAPTER.
SIX MONTHS LATER, I MOVED TO TEXAS.
WE WERE MARRIED BY A WISH MOM WHO'S ALSO A PASTOR, AND OUR FLOWER GIRL WAS A WISH KID.
NOW, WITH ONE TEENAGER AND ONE COLLEGE KID.
AND BECAUSE OF OUR MAKE-A-WISH HISTORY, YOU KNOW HOW FORTUNATE WE ARE TO HAVE ONLY ENCOUNTERED EASILY ADDRESSED HEALTH CONDITIONS.
TOGETHER, WE WERE A VOLUNTEER.
WISH GRANTED FOR KIDS LIKE 11 YEAR OLD WIL, WHO WANTED TO BE A PIRATE.
HE SAILED THE HIGH SEAS IN A FARAWAY LAND KNOWN AS SAN FRANCISCO, BATTLED OTHER PIRATES, AND DUG FOR BURIED TREASURE ON A DESERTED ISLAND.

OOPS.IN 2012, I SPENT THREE WEEKS AT THE LONDON OLYMPICS WITH 50 WISH KIDS AND THEIR FAMILIES, AND TWO STORIES WILL STAY WITH ME FOREVER.
ONE WISH GET ARRIVED, LOOKING EXHAUSTED AND WITHDRAWN.
SHE WAS 16 AND LOST BOTH HER HAIR TO CHEMO AND LEG TO CANCER.
SHE AND HER PARENTS BARELY SPOKE.
THEN WITH EACH NEW DAY, WE SAW HER SMILE GROW AND THE COLOR COME BACK TO HER FACE.
SHE GOT OUT OF HER WHEELCHAIR AND STOOD AND STOOD TALLER TO TAKE PICTURES FOR THOSE WITHOUT GRAY HAIR.
BEFORE HEADING HOME, SHE CAME OVER TO THE MAKE-A-WISH STAFF AND SAID, WHEN I GOT HERE, I THOUGHT THIS WAS IT.
I WAS DONE AND READY TO GIVE UP, BUT MY WISH REMINDED ME OF ALL THE DREAMS I STILL HAVE, AND I'M READY TO GO HOME AND CHASE THEM AGAIN.
I'M READY TO FIGHT FOR MY FUTURE.
BRENNA HUCKABY WAS A NATIONALLY RANKED GYMNAST BEFORE CANCER TOOK HER LEGS IN LONDON.
SHE MET HER GYMNASTICS IDOL, NASTIA LIUKIN.
AND AFTER THAT, BRENNA SAID SHE WASN'T DONE COMPETING.
THREE YEARS LATER, BRENNA WAS A WORLD CHAMPION SNOWBOARDER.
IN 2018, SHE RETURNED TO THE OLYMPICS NOT AS A SPECTATOR BUT AS A GOLD MEDAL WINNING PARALYMPIAN.
SHE IS NOW A FIVE TIME WORLD CHAMPION, TWO TIME GOLD MEDALIST MOM OF TWO.
PODCAST HOST, DISABILITY ADVOCATE AND THE 2024 SBE WINNER FOR BEST ATHLETE WITH A DISABILITY.
AND SHE JUST TOOK HOME ANOTHER OLYMPIC MEDAL AT THIS YEAR'S PARALYMPICS.
AND SHE WAS FEATURED IN COMMERCIALS FOR VISA AND COCA-COLA.
HER MOM RESPONDED TO A MAKE-A-WISH POST ON FACEBOOK WITH THIS.
THE ONE GUARANTEE IN THE HORRENDOUS WORLD OF CANCER IS THAT THE ENGLISH LANGUAGE LACKS WORDS DESCRIBING THE INTENSITY AND DEPTH OF THE TRAUMA ONE FEELS.
THIS INSIDIOUS DISEASE SHATTERS HEARTS THAT ONLY GOD CAN REBUILD.
MAKE-A-WISH HAS GIVEN OUR FAMILY A MOST CHERISHED HEALING MOMENT.
IT IS NO EXAGGERATION TO SAY THAT IF ONLY GOD CAN REBUILD FROM THE ASHES OF CANCER, THEN THE MAKE-A-WISH EMPLOYEES, VOLUNTEERS AND SPONSORS ARE HIS ANGELS.
WE ARE FOREVER GRATEFUL AND WISHES DON'T JUST FEEL GOOD.
DOCTORS SAY WISHES LEAD TO BETTER OUTCOMES 98% REPORT PHYSICAL HEALTH IMPROVEMENTS AND 91% OF PARENTS SAY THE WISH GAVE THEIR CHILD A BETTER CHANCE AT SURVIVAL.
WISHES ARE NOT JUST A NICE THING.
SO TONIGHT, WITH A PROCLAMATION, WE CELEBRATE MORE THAN 40 YEARS OF MAKE-A-WISH CENTRAL AND SOUTH TEXAS AND OVER 6500 WISHES OF HOPE, STRENGTH AND JOY GRANTED TO KIDS WHO NEED IT MOST.

WHAT? SHE DOESN'T HAVE A WANT TO TRAIN TRIP TO PARIS, RIGHT? AND, TO MEET THEIR FAVORITE AVENGER, THE HULK, ALSO KNOWN AS MARK RUFFALO.

WHEREAS CHRIS'S WISH INSPIRED THOSE WHO INVOLVED THOSE INVOLVED TO ESTABLISH A FOUNDATION DEDICATED TO GRANTING NOT MERELY TEMPORARY BUT TRULY LASTING WISHES FOR CHILDREN WITH CRITICAL ILLNESSES.

BUT TODAY, MANY FAMILIES LIVE WITH FEAR THAT INTERACTIONS WITH LOCAL SYSTEMS, SCHOOLS, LIBRARIES, HEALTH SYSTEMS, OR EVEN CALLING THE POLICE FOR HELP COULD EXPOSE THEM TO ICE VIOLENCE.
WHEN PEOPLE ARE AFRAID TO REPORT CRIMES, SEEK MEDICAL CARE, OR PARTICIPATE IN COMMUNITY LIFE, THE ENTIRE CITY BECOMES LESS SAFE AND LESS CONNECTED.
WE'VE SEEN THE IMPACT ON OUR COMMUNITY AS WE'VE WATCHED FRIENDS AND LOVED ONES TAKEN FROM THEIR VEHICLES, TARGETED AT SCHOOL, ABDUCTED AT WORK, OR INVADED IN THEIR OWN HOMES.
NEIGHBORHOODS HAVE HAD TO BE CREATED BY BUILDING SAFETY NETWORKS TO PROTECT THEIR RESIDENTS, INCLUDING STUDENTS, CHILDREN, AS THEY WALK TO AND FROM SCHOOL.
NO ONE IN OUR COMMUNITY CAN REMAIN SILENT AT THIS DANGEROUS TIME.
I'M ASKING FOR COUNCIL TO TAKE STEPS TO PROTECT THE MOST VULNERABLE IN OUR COMMUNITY, IN SPITE OF THE CONSTRAINTS THAT HAVE BEEN IMPOSED BY THE STATE.
OTHER JURISDICTIONS ARE FINDING WAYS TO ENSURE THE SAFETY OF THEIR RESIDENTS AND CONSTITUENTS.

SO TONIGHT WE'RE HERE TO PRESENT THOSE PROPOSED AMENDMENTS TO YOU, OUR CURRENT, RESIDENTIAL FENCE REGULATIONS ALLOW FOR, FENCES ON BOTH THESE SIDES, REAR AND FRONT OF THE PROPERTY IF THE FENCE IS LOCATED WITHIN THE FRONT OF THE PROPERTY.
SO BETWEEN THE HOME AND THE ROADWAY, IT IS CURRENTLY LIMITED TO THREE FEET IN HEIGHT ON THE SIDES AND REAR OF THE PROPERTY.
YOU'RE ALLOWED UP TO AN EIGHT FOOT TALL FENCE.
THERE IS AN ALLOWANCE FOR LOTS THAT ARE LARGER THAN 20,000FT², WHICH IS MOSTLY IN OUR OLDER NEIGHBORHOODS.
THOSE LARGE KIND OF HOMESTEAD LOTS NOT IN OUR STANDARD, SUBDIVISIONS WITH HOMEOWNERS ASSOCIATIONS THAT HAVE SMALLER LOTS.
THESE ARE THESE LARGER LOTS, OLDER AREAS OF TOWN WHERE WE DID SEE, A DESIRE TO HAVE A FENCE IN THE FRONT SETBACK THAT WAS TALLER THAN THE THREE FEET.
SO, BACK IN 2017, WE UPDATED THE ORDINANCE TO ALLOW UP TO SIX FEET IN HEIGHT WITHIN THAT FRONT SETBACK AREA, BUT REQUIRING THAT THAT FENCE BE WROUGHT IRON OR A SIMILAR MATERIAL THAT WAS, VISIBLE TO SEE THROUGH THAT FENCE, JUST TO PROVIDE SAFETY, MAKE SURE SIGHT LINES WERE, MAINTAINED.
TODAY WE HAVE SOME FENCES, WITHIN THE COMMUNITY ON THESE LARGER LOTS THAT HAVE PROVIDED THE WROUGHT IRON ALONG THE FRONT.
BUT THEN THEY'VE PROVIDED A, AN OPAQUE MATERIAL ALONG THE SIDE FENCES WITHIN THAT FRONT SETBACK.
AND SO WHAT WE'RE PROPOSING THIS EVENING IS TO ALLOW FOR AN EXCEPTION TO THE MATERIAL ALONG THE SIDE FENCE PORTION WITHIN THE FRONT SETBACK TO BE SOMETHING OTHER THAN WROUGHT IRON, I.E.
WOOD, MASONRY OR SIMILAR MATERIAL.
WE WOULD, PROPOSE THAT THE DEVELOPMENT SERVICES COMMITTEE, WHICH IS OUR COMMITTEE THAT IS MADE UP OF DEPARTMENT STAFF FROM ALL DEPARTMENTS THAT REVIEW DEVELOPMENT APPLICATIONS TO CONSIDER AN ALTERNATIVE, TO THE SIDE FENCE WITHIN THE FRONT SETBACK, AS LONG AS IT MEETS WOOD, MASONRY OR SIMILAR MATERIAL, AND IT DOES NOT INHIBIT SIGHTLINES, WHETHER IT'S ALONG THE, INTERSECTION OR LIKE IF A PROPERTY'S AT AN AN INTERSECTION OF TWO ROADWAYS OR THE DRIVEWAY FOR THAT RESIDENTIAL LOT.

THIS WILL HELP AID IN TRACKING WHERE SHORT TERM RENTALS ARE LOCATED WITHIN THE COMMUNITY AND AND HELP IF THERE ARE CODE COMPLIANCE ISSUES MOVING FORWARD.

AUTHORIZING AN AGREEMENT FOR CONSTRUCTION OF THE 2026 NEIGHBORHOOD ROAD RESURFACING PROJECT WITH, LONESTAR PAVING COMPANY.GOOD EVENING, MAYOR AND COUNCIL.

THE ITEM BEFORE YOU THIS EVENING IS THE CONTRACTOR SELECTION FOR THE 2026 NEIGHBORHOOD ROAD RESURFACING PROJECT.
THIS PROJECT IS FUNDED THROUGH THE 2022 BOND PROGRAM AND ANNUAL PAYMENT MAINTENANCE FUNDS.
THIS IS THE FOURTH NEIGHBORHOOD ROAD RESURFACING IMPLEMENTATION SINCE THE 2022 BOND PROGRAM WAS APPROVED, AND WITH THE COMPLETION OF THIS YEAR'S PROJECT, WE WILL HAVE REPAIRED ALL THE, RESIDENTIAL STREETS IDENTIFIED IN THE 2022 BOND PROGRAM, FOR A CUMULATIVE TOTAL OF 120 LANE MILES.
IN THE LATE 90S AND EARLY 2000, THE CITY USED A STREET RESURFACING MATERIAL IN MANY OLDER NEIGHBORHOODS THAT HAS SINCE DETERIORATED AND NEEDS TO BE REPLACED.
PERFORMING STREET RESURFACING ON THESE NEIGHBORHOOD ROADS EXTENDS THE SERVICE LIFE, IMPROVES SAFETY AND MOBILITY, AND ENHANCES THE VISUAL APPEARANCE OF ROADWAYS.
THE PROCESS CONSISTS OF REMOVING EXISTING ASPHALT ALONG THE EDGE OF RESIDENTIAL STREETS, AND ADDING A ONE INCH LAYER OF NEW ASPHALT IN SEVERAL NEIGHBORHOODS.

SEVERAL FACTORS ARE CONSIDERED TO DETERMINE THE LOCATIONS.FIRST IS THE RESULTS OF THE CITYWIDE PAVEMENT CONDITION INDEX STUDY CONDUCTED IN 2022, APPROXIMATE TO OTHER CONSTRUCTION PROJECTS PLANNED THIS SUMMER, AND PROJECT TO SCHOOLS TO ENSURE WORK AROUND SCHOOLS CAN BE DONE DURING THE SUMMER.
THE NEIGHBORHOODS INCLUDED IN THE PROJECT THIS YEAR ARE BUTTERCUP CREEK PARKWAY AND PARK WEST ESTATES.
THE SCOPE THIS YEAR ALSO INCLUDES RANCH AT SIX AND SIX, A IN WHICH THE EXISTING ASPHALT WILL BE PULVERIZED IN PLACE AND A NEW TWO INCH LAYER OF ASPHALT WILL BE ADDED.
AND AS YOU CAN SEE IN THE IMAGE ON THE RIGHT, THESE STREETS HAVE DETERIORATED AND ARE IN NEED OF REPAIR.
THIS PROJECT WAS PROCURED USING THE COMPETITIVE SEAL PROPOSAL DELIVERY METHOD, WHICH ALLOWS THE CITY TO SELECT THE OFFER WHO REPRESENTS THE GREATEST OVERALL VALUE TO THE CITY.
A REQUEST FOR PROPOSAL WAS PUBLICLY ADVERTISED IN FEBRUARY.
IN. THE CITY RECEIVED THREE PROPOSALS FROM INTERESTED CONTRACTORS IN MARCH.
SELECTION COMMITTEE, CONSISTING OF DEPARTMENT STAFF, INDIVIDUALLY RANKED THE SUBMITTED QUALIFICATIONS IN ACCORDANCE WITH STATE STATUTES AND THE EVALUATION CRITERIA STATED IN THE RFP.
BASED ON THE RESULTS OF THE GRADING PROCESS, CITY STAFF FOUND THAT LONESTAR PAVING COMPANY WAS THE HIGHEST RANKED OF THE PROPOSING CONTRACTORS.
CONSTRUCTION DURATION FOR THIS PROJECT IS 60 DAYS.
THEREFORE, STAFF RECOMMENDS THE CITY MANAGER BE AUTHORIZED TO EXECUTE AN AGREEMENT WITH LONESTAR PAVING COMPANY IN AN AMOUNT NOT TO EXCEED $2,210,484.
WITH THAT, IF THERE ARE ANY QUESTIONS, I'D BE HAPPY TO ANSWER THOSE.
